Foreign Domestic Worker Levy Concession (Persons with Disability)

The Foreign Domestic Worker (FDW) Levy Concession will be extended to FDW employers with disability or who have family members with disability and require full-time caregiving assistance in activities of daily living. Read the FAQ.

FDW employers who had obtained approval under this scheme will pay a monthly FDW levy of $170.

Eligibility

1.      The person with disability (PWD)

o        must be a Singapore Citizen and

o        requires assistance in at least one of six Activities of Daily Living (ADL) such as washing/bathing, feeding, toileting, transferring, dressing and mobility, as certified by an appointed medical practitioner.

2.      The PWD can be the FDW employer himself/herself, or is of any of the following relations to the employer: child, grandchild, spouse, sibling, sibling-in-law, parent, parent-in-law, grandparent, grandparent-in-law. The PWD must be staying with the employer at the same NRIC-registered address.

3.      For each PWD, the employer is eligible for levy concession for one FDW only. Further, each household is only eligible for levy concession for up to a total of two FDWs at any one time, including levy concession granted based on criteria pertaining to young children/aged persons.

4.      Meeting the eligibility criteria for FDW Levy Concession does not automatically qualify the applicant to employ a FDW. Approval to employ a FDW is subject to the Ministry of Manpower (MOM)’s criteria for FDW employment.

 

Application process

  1. Complete the Application form
  2. Obtain an assessment from an appointed medical practitioner
  3. For the person with disability using the prescribed assessment report. The full cost of the medical assessment will be borne by the applicant and will not be refunded even if the application is not supported or approved.
  4. The medical practitioner will submit the completed application form together with the doctor's assessment report to the National Council of Social Service (NCSS) directly. NCSS will inform the FDW employer of the outcome of the disability assessment.
  5. NCSS will send supported applications to MOM for processing. MOM will inform employers of the outcome of the levy concession application.
